Today I painted a cheap white matt emulsion over it and it's bubbling up in places on two different walls (see pics for examples). 6 any solvent based undercoat or apply zinnser meths based stain block (in red tin) ,allow to dry if there are any dents fill with fine surface polyfiller or the quick drying poly filler in a tube (this is solvent based and adeheres and can be rubbed down in 5 mins The paint that is blistering, is it previously painted areas that are lifting/blistering, it could be that the paint you are going over was not misted on properly. clean area, add stain blocker (aerosol oil base paint) from any paint shop. Filled areas can sometimes cause issues (though outright bubbling is not that common) with emulsion.
